Do both on the same ticket, but go Palatine first if you want the smarter, calmer route.

Do both, because they are normally sold on the same combined Colosseum, Roman Forum and Palatine ticket. If you are choosing where to spend your best energy, start with Palatine Hill for calmer paths and the best overview, then drop into the Forum once the ruins make sense.

This is not a clean either/or decision. The Roman Forum and Palatine Hill are joined archaeologically, historically and practically, so skipping one because you think it needs a separate ticket is the wrong move.

The Forum is the civic heart at ground level: temples, arches, basilicas, the Via Sacra and the ruins most people picture when they think of ancient Rome. Palatine Hill is the power address above it, with imperial palace remains, the Farnese Gardens and better breathing room.
