Pick the Hofburg for royal history and the Sisi story, but pick the Upper Belvedere if you came to Vienna for Klimt and art.

Choose the Hofburg if you want Habsburg history, Empress Sisi, and the machinery of imperial life. Choose the Upper Belvedere if your Vienna priority is art, especially Klimt's The Kiss, in a palace-and-gardens setting.

This is not really one palace against another. The Hofburg visit is about power, biography, and court life in the city center, especially through the Sisi Museum and Imperial Apartments.

The Upper Belvedere is a baroque palace turned art museum. Its strongest reason to visit is simple: Klimt's The Kiss, backed by major Austrian art and a more graceful garden setting than the dense Hofburg complex.
